Meagan E. Graham, LPC, CCTP-II, CCATP, CCFP
President
Meagan E. Graham is a dedicated Licensed Professional Counselor, Virginia Board of Counseling-approved Supervisor, and the CEO of CHAT Behavioral Health Services in Chesapeake, VA. Meagan has 15 years of experience working in the mental health field in various settings including completing psychological testing, providing therapy in a residential setting, and practicing and supervising in private practice. With both a Bachelor of Science in Psychology and a Master of Arts in Professional Counseling from Liberty University, Meagan has built a solid foundation in psychological theory and clinical counseling practice.
As a Virginia Board of Counseling-approved Supervisor, Meagan is dedicated to guiding and mentoring emerging mental health professionals, ensuring they are well-equipped to provide clinically sound, ethical, humane care to all communities.
In her role as CEO and therapist at CHAT Behavioral Health Services, Meagan leads a dedicated team in delivering high-quality mental health care. Her approach combines clinical excellence with a strong commitment to client-centered care, fostering an environment where individuals can achieve meaningful progress and personal growth.
Meagan’s therapeutic approach is deeply holistic, integrating a range of modalities to address the complex needs of her clients. Meagan is a Certified Clinical Trauma Professional – Level II, Certified Clinical Anxiety Treatment Professional, and Certified Compassion Fatigue Professional. She is trained in several therapies, including: EMDR, CBT, ACT, IFS, Mindfulness, Polyvagal Theory, Somatic Therapy, and EFT Tapping. Meagan’s holistic view of treatment ensures that clients receive support that addresses not only their psychological but also their emotional and physiological well-being.
Beyond her clinical and professional work, Meagan enjoys spending time with family, staying active, being in nature - especially near water, traveling, and going on food adventures.

Dr. JaNaé Taylor
President-Elect
Dr. JaNaé Taylor, an Alabama native, is the Black Folks’ Therapist, Emotional Wellness Consultant, and Mental Health Podcaster. Dr. Taylor is a Licensed Psychotherapist in Virginia Beach, VA, where she owns and operates Taylor Counseling and Consulting Services. JaNaé is an HBCU graduate, a proud alumnae of Tuskegee University where she received a Bachelor of Arts degree in Psychology. Additionally, she holds a Masters of Education in Community Counseling and Doctorate of Philosophy in Counseling Psychology from the University of Georgia. She was honored as UGA’s 40 Under 40 Class of 2019.Dr. Taylor has worked with clients in a variety of settings, ranging from pediatric hospitals, juvenile justice systems, living assisted facilities, women’s homeless shelters, community mental health agencies, school and college counseling centers. She works with a wide range of mental and behavioral issues including chronic pain, anxiety, depression, anger and trauma.
The life issues people face are also an important part of her practice: healthy relationships, race-based offenses, cultural identity development, gender identity development, aging, social and diversity issues. She is committed to serving people of diverse ethnic backgrounds and providing culturally sensitive services. Dr. Taylor customizes her services to the unique goals and needs of every client. Her therapeutic style is centered on creating an authentic connection with her clients. JaNaè consults with Black men and women who are struggling with harmful self-evaluations. As the Founder of Minding My BLACK Business, Dr. Taylor provides Emotional Wellness consultations to Black Entrepreneurs, in every stage of the game, who are working to balance their mental health, Black identity, and successful businesses. Currently, she’s facilitating her emotional wellness program, Mindful Moguls, to Service Based Black Entrepreneurs who desire to build their businesses without sacrificing their sleep, serenity, or sanity.
JaNaé has provided consultations throughout the community with agencies such as: MTV’s Teen Mom: Young & Pregnant, Hampton Roads Black Chamber of Commerce, Hampton Roads Voice Radio Show, Black Wallstreet Today, Shades of Life Coaching Services. JaNae’s expertise has been featured in New York Times, STARZ, Refinery29, Cosmopolitan, NBC, and CBS among many others.As the host of the Minding My BLACK Business podcast, JaNaé continues to make a valued impact on educating Black Entrepreneurs on their emotional wellness. Since the start of the podcast in 2007, the show currently has over 100,000 downloads in over 100 countries.
JaNaé is an active member of Alpha Kappa Alpha Sorority, Inc, Iota Omega Chapter in Norfolk, VA where she holds several leadership roles. She serves as the Vice-Chair of the Swan Center Board of Directors. Additionally she holds memberships with the Virginia Counseling Association and Hampton Roads Black Chamber of Commerce.

Nina Quitugua, B.S
Secretary
Nina Quitugua is currently pursuing her Master’s degree in Clinical Mental Health Counseling at Old Dominion University, with an expected graduation in December 2026. She also earned her Bachelor of Science in Psychology with a minor in Sociology, along with her Diversity Studies Certificate, from Old Dominion University in May 2024.
Nina is passionate about mental health research, advocacy, and accessibility, particularly in support of underserved communities and military/veteran personnel. As a graduate student researcher in the Military & Veterans division of the PIPELINE Research Lab at ODU, she is actively contributing to studies on mental health and wellness in these populations. Upon becoming a licensed professional counselor, she hopes to work with underserved, veterans, and trauma populations to provide evidence-based care that supports their healing and resilience.

Dr. Debbie Hood
Secretary-Elect
Debbie Hood, Ph.D. LPC is currently an Assistant Professor with the Department of Counseling at Hampton University.
The owner/ CEO of S.E.E. Clinical Services, LLC, Dr. Debbie Hood is committed to Strengthening, Educating, and Empowering women, children, families, and communities. Dr. Hood also provides training and clinical supervision for novice counselors.
Dr. Hood is the former Hampton manager for Therapeutic Day Treatment services with the Hampton- Newport News Community Services Board. She is the former Clinical Coordinator of the Hampton Juvenile Justice Services program with the Hampton-Newport News Community Services Board. She received her B.S. in Psychology, from Francis Marion University (South Carolina) and an M.S. in Rehabilitation Counseling from Virginia Commonwealth University, before eventually earning a Doctor of Philosophy- Counselor Education and Supervision from Regent University (2011). Dr. Hood has had an extensive history of working in children’s mental health services. From an early start working in a daycare, group home setting, and inpatient psychiatric residential treatment center, she has been dedicated to becoming a holistic provider of mental health services. She has also been an adjunct instructor at South University within the Clinical Mental Health program. She also collaborated on an article with Regent cohort members, entitled, Cross-Cultural Supervision: Understanding the Unfamiliar Supervisee (2007). Dr. Hood is also a registered Clinical Supervision in the Commonwealth of Virginia.
She currently resides in Newport News, Virginia with her son.

Felicia Garrett, LPC
Treasurer
Felicia A. Garrett is a Licensed Professional Counselor in Virginia, a Virginia Board-Approved Clinical Supervisor, and a Board-Certified Coach (BCC) with over 15 years of experience serving individuals, couples, and families. She is the owner of Renewed Perspectives Counseling & Consulting, LLC, where she provides counseling, clinical supervision, coaching, and community outreach. Felicia has worked extensively in both civilian and military settings, supporting diverse populations with compassion and professionalism.
She recently completed a Master of Public Health with a concentration in Nutrition at Liberty University, further strengthening her commitment to whole-person wellness, self-care, and community health. Felicia is passionate about promoting balance, resilience, and wellness among both clients and colleagues.
Outside of her professional life, Felicia enjoys reading, cooking, baking, gardening, and spending quality time with her family.

Malika Shack B.S, QMHP, CSAC Supervisee
Treasurer-Elect
Malika Shack is a behavioral health and human services professional with more than 20 years of experience working across the criminal justice, behavioral health, substance use treatment, and community services systems. Her career has been dedicated to advancing rehabilitation, recovery, reentry, and mental wellness for individuals and families facing complex behavioral, social, and legal challenges.
Malika earned a Bachelor of Science in Sociology with a concentration in Criminal Justice from Norfolk State University and is currently pursuing a Master of Arts in Clinical Mental Health Counseling at Liberty University, with an anticipated graduation date of May 2027. She is a Qualified Mental Health Professional (QMHP) and a Certified Substance Abuse Counseling (CSAC) Supervisee.
Throughout her career, Malika has served in a variety of leadership and direct service roles. She spent nearly two decades as a Juvenile Counselor with Chesapeake Juvenile Services, where she worked extensively with at-risk youth and collaborated with families, schools, courts, and community organizations to promote rehabilitation and reduce recidivism. She later served as an Adult Probation and Parole Officer with the Virginia Department of Corrections, supervising adult offenders, facilitating access to treatment and community resources, and supporting successful community reintegration. Her contributions earned recognition as both Employee of the Quarter and Employee of the Year, and she served as the Interstate Compact Offender Tracking System (ICOTS) Point Person for her district.

Chanda Pittman, M.S. ED, Licensed Resident in Counseling
School Counselor Representative
Chanda Pittman brings 28 years of dedicated experience in public education to her role as School Counselor Representative for the Hampton Roads Counselors Association. She currently serves as a compassionate School Counselor with Suffolk Public Schools. Throughout her career, she has stepped into critical leadership roles, working directly alongside administration to implement systemic changes, improve school climate, and advocate for the counseling department's integral role in school leadership.
Chanda holds a Bachelor of Science in Sociology from the University of Virginia and a Master of Science in Education with a concentration in School Counseling (PK-12) from Old Dominion University. She is currently a Resident in Counseling working toward her Licensed Professional Counselor (LPC) credential, continuing her commitment to expanding mental health and guidance support across the Hampton Roads community.
Outside of her professional life, Chanda enjoys reading, serving in her local church, volunteering in the community and spending quality time with her family.

Melissa Huddleston, MS
Graduate Student Representative
Melissa holds a Master of Science in Psychology and is currently pursuing her Master of Education in Clinical Mental Health Counseling at William & Mary. A member of the international counseling honor society, Chi Sigma Iota, the American Counseling Association, and the Virginia Counselors Association, Melissa is passionate about advocating for and supporting neurodivergent individuals of all ages and their families.
In addition to her graduate studies, Melissa is the founder of a consulting practice that helps parents better understand and support their neurodivergent children through relationship-centered parenting. Drawing from both professional training and lived experience, she is committed to promoting neurodiversity-affirming practices and increasing access to supportive resources for families.
Melissa approaches her work with curiosity, collaboration, and a deep respect for each person's unique experiences, strengths, and knowledge of self. She values authentic relationships and believes meaningful growth begins when people feel genuinely heard, understood, and empowered. Working from a trauma-informed and strengths-based approach, Melissa seeks to understand the context behind behavior and works alongside individuals to identify practical, personalized strategies that support lasting change.
Outside of her professional and academic pursuits, she enjoys painting, gardening, and practicing mindfulness and meditation. Melissa volunteers her time at ForKids, where she provides psychoeducation opportunities for small groups and teaches art classes, and at a wildlife rehabilitation center, where she provides animal husbandry for injured protected wildlife.
